I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, dated the 1st June, 1911, on the subject of the opium regula- tions of the Kiangsu province.
In reply, I am to express Lord Crewe's concurrence in the proposal to approve the action taken by Sir J. Jordan.
I am to refer to my letter dated the 6th June, 1911, in which it was pointed out that the regulations of the Fukien province-in this and other respects the same as the Kiangsu Regulations-contain a clause with regard to transit permits that contravenes the additional article to the Chefoo Agreement.
